Thank you for your interest in our highway and bridge construction projects. The Rules Governing Construction Bidding for CDOT Public Projects ('the Rules"), 2 CCR 601-10, amended July 2018, govern all bids. If you have questions on bid rules or the project records, please contact RB Simmons at 303-757-9416 or Tracie Benton at 303-757-9354. 

General contractors must be registered and prequalified with CDOT to participate in the bids, please see our prequalification application at http://contracts.codot.gov. Darrell Wells is available for any questions you may have regarding prequalification at 303-757-9215. 

Our design-bid-build projects are procured with electronic bids exclusively on this website. To enter a proposal, you must obtain a Digital ID with Bid Express for an authorized agent identified on your CDOT prequalification application. To sign up for electronic bidding or if you have technical difficulties on the Bid Express web site or with the Project Bids software, please contact Bid Express Customer Support, 888-352-BIDX (2439) or email them at customer.support@bidx.com.

Plans and Specifications

We now have plans and specifications for all advertised projects at http://contracts.codot.gov. You must be registered on the system to see these documents. You will find them in the View menu of the Dashboard, under the "My Bid Solicitations" menu. While you view the plans and specs you can join the main Plan Holders List for CDOT. Bid Express, this site, also allows contractors to voluntarily join a Bid Express Plan Holders List.  

Notice to E-Bidders

The software required to read the electronic bid files is available at https//bids.cloverleaf.net/. Please create a user profile and hit "enter" once you complete all of the fields.

CDOT wishes to notify all bidders that the Department will affirmatively ensure that for any contracts entered into pursuant to the advertisements we post, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to our invitations. No bidders will be discriminated against on the grounds of race, color, national origin in the consideration for award in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 525, 42 USC). 

CDOT, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C.  § 2000d to 2000d-4) and the associated Regulations, hereby notifies all bidders that it will ensure that for any contract entered into pursuant to our advertisements, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
